Fortunately, a user found a direct download link to the Windows RT 8.1 Update 3 update package. I have tried to install it on my Surface RT, but it ended up searching for Windows updates endlessly. I find out that many users also experience this problem like me. I decided to start from scratch by resetting my Surface RT once again. And this time, I can do it, and the Start menu is back on my Surface RT now.

After you have installed all the above packages, now your problems with checking for the Windows update loop are fixed. You can now update your Surface directly via Windows Update with no more issues.

Even though the start menu is back, the endless checking for Windows Update and Windows Store problems persist. And this problem needs to be fixed by Microsoft. You can follow this problem in the Microsoft Community thread for future updates.

Have this issue and very frustrated as i cant download Drawboard PDF, an essential for my work. I reset my Surface2 a few days ago after experience multiple software issues, only to encounter worse ones now!!!

I have been trying to do this, but i noticed that the Windows store doesn work anymore. I got this message: This versión of Windows is no longer supported by Windows Store. Get the newest versión of Windows. And then it sends me to get Windows 10, which its ironic since Surface rt isnt capable of update to Windows 10. Any help with this? i cant install any app besides the ones that came with windows

Like an extra observation. You might be tempted on update the versión to Windows 8.1 since you get the message on the store but then again you will receive the store no longer supports that versión of Windows.

what i did was after trying a million times ,what finally worked was to do a refresh and not loose ill my stuff , when it finished i , went to system update and when i got them i didnt update nothing that had to do with office . so skip anything that has to do with office dont install those updates .. when all those updates install restart wait , then check for updates again and remember not to install anything that says office , hopefully then you will get the kb2919355 update install it along with whatever other updates that are there, no office remember , once it reboots now you can install Windows8.1-KB3097667-arm.msu so download it from above and leave it on your desktop , and while your at it also download kb3173424 and kb3172614 and also put it on your desktop . turn off wifi and restart your surface rt , after it restarts install kb3097667 then restart then install kb3173424 restart install kb3172614 then restart ,after that you should be good to go .. i tried a millions times and wasted hours , and what worked was not installing any office updates until i did the steps i did above .. you might have to do this if you see update get stuck be patient ..Swipe from the right > Control Panel > TroubleshootingUnder System and Security click Fix problems with Windows UpdateClick Next and click on Try troubleshooting as an administratorNow the tool will detect and fix problems for you, it will take about two minutes to complete if

It appears that Microsoft has finally rolled out its new update for Windows RT users, which was set for some time this month. We covered the news of the upcoming Windows 8.1 RT Update 3 back in July, and it has come to fruition.

Update: 9/16/2015: The update that brings the features is indeed KB3033055. You can read more about it on the Microsoft support page for KB3033055. Also, another visual aspect it brings is to the Login screen, Start screen, and other places in the UI is the user image in a circle, which is also similar to Windows 10.

To enable the Start menu, after installing the updates, right-click the taskbar and select Properties. Then check the box next to Use the Start menu instead of the Start screen and click OK. Then you will need to sign out and back in for the change.

Microsoft releases Surface RT Windows 8 recovery image to help users to fix bricked Surface after trying to update to Windows RT 8.1. If you recall the software giant had to pulled the Windows RT 8.1 update, due to some issues affecting a number of users.

Update: While Microsoft keeps working on permanently resolving the issues with its tablet operating system, here is a video that will help you create a USB drive with Windows RT Recovery Image that Microsoft just made available for everyone to download.

What is Windows RT? Windows RT is a tablet operating system, which is a special edition of Windows 8. It runs on ARM and it can be used with Intel x86 computers. Windows RT has been updated to Windows RT 8.1.

The design and basic features of Windows RT are similar to Windows 8 and Windows 8.1. When you first start your device, the full-screen Start menu displays live tiles that update throughout the day. The Start menu screen is customizable. You can pin your favorite apps and resize their tiles. Swiping up from the bottom of the screen displays a list of all currently installed apps.

If you already have a PC or tablet with Windows RT pre-installed, you can update to Windows RT 8.1 for free from the Windows Store. You can only install Windows RT 8.1 on a PC or tablet that is already running Windows RT.

Microsoft officials confirmed earlier this year that they had no plans to update ARM-based Windows devices running Windows RT to Windows 10. Instead, they committed to delivering a subset of Windows 10 features, which they never officially disclosed. They said they would make this subset available in the form of a third update to Windows RT some time in September.

I asked Microsoft officials late last night about Update 3, as I was looking to see if there were any other Windows 10 features included in yesterday's KB update. No word back so far. But I did download KB3033055 on my Surface RT device and did get the new Start Menu.

Here's the KB article outlining the features in the update. The new Start Menu allows users to pin and unpin apps; rearrange apps on the Start Menu grid; and show (or hide) their most frequently used apps, like the Windows 10 Start Menu. Update 3 also now presents user account pictures in circular frames in some areas of the operating system, as well as an updated lock screen.

Despite the fact that the unified Windows 10 Store includes apps built for ARM-based Windows Phones and as-yet-unannounced small ARM-based tablets running Windows 10 Mobile, Windows RT users cannot run new and updated Universal Windows apps -- even after applying Update 3. Universal Windows apps are meant to run on any Microsoft platform with a Windows 10 core, and so that leaves out Windows RT, Microsoft officials have said.

In other Windows update news, Microsoft made available a firmware update to Surface Pro 3 users on September 15. (No models other than the Surface Pro 3 got a firmware update yesterday.) The update provides a USB 3.0 Card Reader driver update (v10.0.10240.31217), which Microsoft says improves the system power usage when an SD card is inserted
